Mission Accomplished: Principality of Monaco Removed from the FATF Gray List

The Principality of Monaco has regained its status as a financially transparent jurisdiction and has been removed from the FATF’s “Grey List”—the Global Anti-Money Laundering Monitoring List—which comprises countries subject to enhanced monitoring in the fight against money laundering, terrorist financing, the proliferation of weapons of mass destruction, and corruption.
This news restores confidence and validates the principality’s financial operations.

This decision, which recognizes more than two years of sustained effort and far-reaching reforms, is based on the progress reports submitted by Monaco, which detail all the measures adopted since 2024, and follows the FATF’s visit to Monaco last September. The Principality thus demonstrates that all measures adopted since the start of the monitoring process are part of a long-term vision aimed at ensuring the Monegasque system’s continued compliance with international best practices.

Christophe Mirmand, Minister of State of the Principality of Monaco, stated that the decision bytheFinancial Action TaskForce(FATF) recognizes more than two years of concrete, rigorous, and coordinated work carried out by all state authorities and agencies under the leadership of His Serene Highness Prince Albert II. Furthermore, it confirms that, for the Principality of Monaco, compliance with and adherence to the highest international standards represent a governance choice aimed at ensuring the credibility and stability of Monaco’s financial center. Minister of State Mirmand emphasized that this is by no means a final goal and that what matters now is what Monaco will achieve in the long term by continuing to implement the necessary reforms.

Work is already underway on three priority areas: the ongoing review of the legislative and regulatory framework, the creation of a national statistical database, and the third national risk assessment—which was recently launched—will enable the Principality of Monaco to prepare for its upcoming evaluation by the MONEYVAL Committee.
